Soot is responsible for global warming

Scientists say that soot caused by wood, and coal fires is responsible for 60% of warming effect of carbon dioxide on the climate. This soot comes from most developing countries and people say that the easiest way to fix this is to replace all of these machines and places that emit this soot, but I see that as a problem. If it is developing countries that are the cause of this 60%, that could be very costly to fix because those countries probably don't have enough money for that. If people want it fixed, then they should help those countries fix it.
